The Gateway to the Rockies Opioid Council (GROC), or Region 10, representing Clear Creek, Gilpin, and Jefferson Counties (hereinafter referred to as “GROC” or “The Counties,” and with Jefferson County as the fiscal agent) has received funding from the opioid settlement dollars to address gaps and opportunities in prevention, treatment, and recovery services for people who use opioids or other substances, or those with opioid use disorder as well as other co-occurring substance use disorders and mental illnesses in the region.
The 2025 Funding Opportunity for Program Evaluation window is open June 3, 2025 - July 31, 2025.
The awardee will work in collaboration with the GROC Program Manager to evaluate the regional council (GROC). The council intends to emerge as a leader of the 19 CO-ROAC’s in transparency and evaluation. The evaluation in this RFA will support the council’s development of a public-facing data dashboard for their website with relevant data on the region and the impact of the council’s work. The awardee should plan to collaborate with the Program Manager on an annual white paper.
