The GROC consists of 16 voting members, including one county commissioner -, public health representative -, human services representative -, law enforcement representative -, rotating city representative - from each county, and one court system representative. Sandy is an elected County Commissioner, serving on the GROC Executive Committee, representing Gilpin County residents and county programs. Commissioners are responsible for making final decisions on adopting county policies, programs, and the annual budget while maintaining an awareness of staff capacity. With decades of experience as a Social Worker, their work has focused on housing and human services for youth, families, individuals with disabilities, older adults, and caregivers. This includes assisting those with limited resources by explaining and connecting them to community services.
Additionally, they have taught seminars on topics related to individuals with mental illness residing in public or assisted housing, hoarding, prescription drug use, caregiving, and navigating complex life challenges. A key aspect of their role has been identifying service gaps, organizing and promoting supportive services, and launching new programs to benefit the broader community. They have also supervised teams of caseworkers and interns in related fields.
For GROC, they play an important role in evaluating applications for innovative and resilient programming aimed at improving access to substance use recovery. As a representative, they advocate not only for the county but for people across all stages of life, championing the dignity of individuals. Their work includes promoting and expanding agency services to support recovery efforts for residents, visitors, the business community, and the jail population—enhancing overall community health. Through interagency and intra-county collaboration, they help strengthen public-private partnerships to better serve people. They are also committed to listening and learning from those with lived experiences different from their own and from others on the Council.

I am the designated law enforcement board member for Clear Creek County. I have worked at the District Attorney's Office since January 2013 where I held the position of assistant district attorney for eight years until I was elected to serve the 5th Judicial District as District Attorney. I have been the elected district attorney since January 2021 and am now serving in my second term.
In my office, we see the impact of substance use disorders throughout the criminal justice system. It affects defendants and victims alike, and both experience stigma in the criminal court system. All too many individuals sho struggle with substance use and who come in contact with law enforcement, the courts and my office experience a quagmire of issues and government procedures that are not designed to assist those who need it most.
As prosecutors we recognize the difficulties in maneuvering through criminal cases in the justice system, and believe there is a more streamlined, treatment and recovery focus approach we can take.

Leveraging lived and living experience with drug use and a variety of intersecting issues, including chronic homelessness, HCV, opioid overdose, drug-related traumatic brain injury, and the criminalization of drug use including incarceration and compulsory treatment, Michael is deeply rooted in the mission of the Council. Kristin Heath has over 20 years of experience leading non-profit and local government justice system programs. As Program Director of an adult female residential program, she oversaw the successful implementation of numerous evidence-based practices and gender responsive programming. Specialized programs such as Intensive Residential Treatment and Residential Dual Diagnosis Treatment targeted substance use disorder and behavioral health needs to support rehabilitation and reintegration.
In her current role as Director of Justice Services, Kristin oversees a range of programs and services are aimed at reducing recidivism, enhancing public safety, and supporting the functions of the local justice system. Kristin is experienced in building cross-system collaboration, program development, and implementation of data driven solutions. She has served on numerous system-wide committees to address key system challenges including sentencing reform and implementation of evidence-based practices in community corrections. Rosie’s journey in grant writing began at the University of Northern Colorado (UNC) where they addressed period poverty by creating a free menstrual product provision program titled “Project M.E.: Menstrual Equity”. Since then, Rosie has served as an educator in the Human Services Department at UNC, has been the primary Grant Writer for the Greeley Philharmonic Orchestra, and conducted Practicum and Capstone projects with Planned Parenthood of the Rocky Mountains. These experiences have nurtured a dedication to ensuring that everyone, especially those who live in rural communities, have access to the care and resources needed to thrive.

Burke Fishburn brings a wealth of global public health, management, and strategic evaluation and planning expertise to our organization. He began his professional career as a US Naval Officer, eventually transitioned to public health at the federal level. He managed the US Department of Health and Human Services legislative program, became a senior advisor on food and drug safety policy, then built a policy and evaluation team for the US Centers for Disease Control and Prevention’s Office on Smoking and Health. In 2001, Burke made the move to global public health, first as a CDC Technical Officer on loan to the World Health Organization in Vietnam and other countries, and later as a WHO Regional Coordinator for the Tobacco Free Initiative responsible for anti-smoking activities in over 20 countries. Burke then founded and managed a series of consulting firms devoted to global public health. During this time he also served in leadership positions with the Colorado Public Health Association, including a three-year term as President. Most recently he was the Executive Director of the Denver-based Posner Center for International Development, a global community of development organizations.
